About this cartoon: Los Angeles, and the rest of the state for that matter, is under pressure to deal with a rapidly growing homelss population (about 59,000 in L.A. at last count). The city wants to have at least one sort of facility for the homeless in each city council district, but pushback from residents is predictably fierce and negative.
